# Naval Router

## Purpose

Route vague user situations to the right Naval skill and reference path.

## Read First

- `references/concept.md`
- `references/workflow.md`

Read only the files needed for the current request.
All runtime references are local to this skill so the folder can be copied independently.

## Workflow

1. Extract the real subject, stakes, and requested artifact from the request.
2. Match the request against the local route families in the concept reference.
3. Select one primary skill and at most two non-overlapping secondary skills.
4. Ask one clarifying question only if two routes remain materially different.

## Output

Return these checkable fields:

- Primary skill
- Why this route
- Optional secondary skill
- First useful prompt

## Boundaries

Use a domain skill directly when the method is already clear; this skill selects methods rather than applying them.

Paraphrase by default and do not reproduce long passages from the book.
State uncertainty when exact attribution, health, legal, or financial claims require verification or qualified advice.
