# Naval Accountability Risk

## Purpose

Decide when to put reputation, name, capital, and responsibility behind an action.

## Read First

- `references/concept.md`

Read only the files needed for the current request.
All runtime references are local to this skill so the folder can be copied independently.

## Workflow

1. Define the promise, audience, authority, and controllable scope.
2. Map upside against reputation, capital, legal, and execution exposure.
3. Reduce ambiguity with explicit ownership and escalation boundaries.
4. Choose public commitment, private ownership, staged accountability, or refusal.

## Output

Return these checkable fields:

- Accountability scope
- Control and exposure map
- Commitment level
- Public wording
- Stop condition

## Boundaries

This is not a legal or financial risk opinion; use qualified advice where regulated exposure matters.

Paraphrase by default and do not reproduce long passages from the book.
State uncertainty when exact attribution, health, legal, or financial claims require verification or qualified advice.
