# Naval Systems Not Goals

## Purpose

Turn goals into environments and systems that make success likely.

## Read First

- `references/concept.md`

Read only the files needed for the current request.
All runtime references are local to this skill so the folder can be copied independently.

## Workflow

1. Translate the outcome into controllable weekly inputs and leading indicators.
2. Design schedule, environment, tools, constraints, and accountability around those inputs.
3. Add minimum-day, missed-cycle, and overload recovery paths.
4. Set a review interval that can change or retire the system.

## Output

Return these checkable fields:

- Outcome and inputs
- System design
- Leading indicators
- Fallbacks
- Review and retirement rule

## Boundaries

Use n-habit-change for one discrete cue-response loop; this skill coordinates a broader outcome system.

Paraphrase by default and do not reproduce long passages from the book.
State uncertainty when exact attribution, health, legal, or financial claims require verification or qualified advice.
